Sergeant First Class (SFC) Rae Anthony McFarlane Scholarship Foundation

Caribbean Veterans Association (CVA) established the Sergeant First Class (SFC) Rae Anthony McFarlane Scholarship Foundation to provide educational support to the children of Caribbean military veterans. This program honors the legacy of service and sacrifice by investing in the academic future of the next generation.

Sergeant First Class (SFC) Rae Anthony McFarlane was a proud Chartered Member and CVA Ambassador, a decorated U.S. Army Special Operations Veteran, Paratrooper, and proud son of Jamaica, born on September 12, 1967, in Kingston, Jamaica, West Indies. Raised in White Shop, Spaldings, Clarendon, he migrated to the United States in 1985, where he began his distinguished military career. SFC McFarlane enlisted in the U.S. Army Reserve in 1986 and transitioned to active duty in 1988. 

Over more than two decades of service, he rose through the ranks, holding key leadership positions such as Platoon Sergeant, Electronics Maintenance Chief, Battalion Maintenance Officer, and Instructor/Writer. He served with elite units including the 160th Special Operations Aviation Regiment, the 173rd Airborne Brigade, and the 3rd Infantry Division, with deployments across Afghanistan, Iraq, South Korea, Kuwait, Italy, and Germany. His military honors include the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal (5 OLC), Army Achievement Medal (5 OLC), the Parachutist Badge, Air Assault Badge, the Gold Army Recruiter Badge (3 Sapphire Stars), and the esteemed Order of Samuel Sharpe, among many others, reflecting both valor and dedication. After retiring from the U.S. Army, SFC McFarlane returned to Jamaica, dedicating his life to youth development and community service. He served as a Track and Field Coach at Knox College High School in Spaldings, Clarendon, and St. Jago High School, and contributed as a middle- and long-distance coach at GC Foster College. His passion for sports also extended to football, where he was a Vice-Chairman of the Manchester Football Referees’ Group and a certified referee. SFC McFarlane was pursuing a Bachelor of Science in Criminal Justice with an emphasis in Military Science at the time of his passing. He was a devoted husband and father. On June 21, 2025, SFC Rae Anthony McFarlane tragically passed away due to injuries sustained in a motor vehicle accident. His legacy endures through his military service, his contributions to Jamaican youth and sports, and his enduring impact on all who knew him.

Requirements:

The Association shall offer up to three (3) scholarships annually through the SFC Rae McFarlane Scholarship Program. Scholarships shall be awarded based on a combination of academic merit and demonstrated financial need. A designated Scholarship Committee shall oversee the selection process, including application review, eligibility verification, and final award recommendations. The annual scholarship amount and number of awards shall be determined by the Scholarship Committee and approved by the Executive Board based on available funds. Eligible applicants must submit a formal application, including academic transcripts, financial need documentation, and a personal essay. Priority may be given to applicants who demonstrate community service, leadership potential, or active involvement in veteran-related initiatives. Scholarship funds shall be disbursed directly to the educational institution, where applicable, or in a manner approved by the Executive Board. Recipients shall be required to maintain good academic standing as defined by their institution. The Scholarship Committee shall provide an annual report on the program’s status, awardees, and fund utilization to the Executive Board and membership body.
